Avrupa Birliği Katılım Öncesi Mali Yardım Aracı (IPA) Programı kapsamında finanse edilen, Birleşmiş Milletler Kalkınma Programı (UNDP) tarafından uygulanmasından sorumlu Sivil Katılım Hibe Programı kapsamında Derneğimiz tarafından yürütülmekte olan PJ-0000041 numaralı “Giresun Ordu- Sivil İnisiyatif Stratejik Araştırma Merkezi (GO – SİSAM)” isimli projemiz kapsamında oluşturulan STK Yerleşkesinin Açılış Programı Giresun Belediyesi ev sahipliğinde 8 Mayıs 2025 tarihinde Giresun Belediye Başkan Vekili Mehmet Yılmaz, kamu kurum temsilcileri, dernek başkanları ve çok sayıda davetli katıldı.
Projenin açılış konuşması, projenin hedeflerini ve faaliyetleri hakkında detaylı bilgi Kuzey Yıldızı Derneği Başkanı Ali Yılmaz tarafından verildi. Ayrıca Giresun ve Ordu İllerindeki bazı STK temsilcileri de söz alarak proje ile ilgili duydukları memnuniyetlerini dile getirdiler.
Proje kapsamında sivil katılım konusunda literatürün taranması, Giresun ve Ordu illerindeki Sivil Toplum Kuruluşlarının karar mekanizmalarında yer almalarına yönelik stratejiler geliştirmesi, STK’lara yönelik kapasite artırıcı eğitimler ve seminerlerin verilmesi, ulusal ve uluslararası konferansların düzenlenmesi planlanmaktadır.
Sivil Katılım Projesi Hakkında
Birleşmiş Milletler Kalkınma Programı (UNDP) tarafından uygulanan Türkiye’de Demokratik Yerel Yönetişimin Geliştirilmesi için Sivil Katılımın Güçlendirilmesi Projesi (Sivil Katılım Projesi), Avrupa Birliği tarafından finanse edilmektedir.
Proje faydalanıcısı Türkiye Belediyeler Birliği’dir. Dışişleri Bakanlığı Avrupa Birliği Başkanlığı, IPA-II Sivil Toplum Sektörünün lider kurumu olarak, projenin etkin bir biçimde uygulanması ve izlenmesine yönelik çalışmaları yürütmektedir. Proje 2023 yılı Ocak ayı ile 2025 yılı Eylül ayı arasında uygulanacaktır. Sivil Katılım Projesi, Türkiye’de demokratik yerel yönetişim için sivil katılımın ve gönüllülüğün güçlendirilmesini amaçlamaktadır.
Sivil Katılım Hibe Programı’nın genel amacı; istek, güven ve karşılıklı kabule dayalı STK-kamu iş birliği için elverişli ve sürdürülebilir bir ortam yaratmaktır. Hibe Programı kapsamında sağlanan destek, STK’lar ile yerel yönetimler arasındaki diyaloğu ve iş birliğini güçlendirmek ve böylece sivil toplumun politika ve karar alma süreçlerine öncelikle yerel seviyede katılımını artırmayı amaçlamaktadır.
Bu amaç doğrultusunda hazırlanan hibe programı, STK’ların belediyeler ve diğer yerel aktörler ortaklığında iklim değişikliği, doğal ve beşerî afetlere hazırlık, sivil katılım ve gönüllülük, yeni teknolojiler ve STK merkezleri olarak belirlenen farklı öncelik alanlarında geliştirilen ve sivil katılımı odağına alan yerel projelere hibe desteği sağlamaktadır.
Giresun Ordu Civil Initiative Strategic Research Center (GO-SİSAM) Opened
The Civil Participation Grant Program, funded under the European Union’s Instrument for Pre-Accession Assistance (IPA) Program and implemented by the United Nations Development Program (UNDP), is being carried out by the North Star Association under project number PJ-0000041, titled “Giresun Ordu- Civil Initiative Strategic Research Center (GO – CISREC)” project, funded under the European Union’s Instrument for Pre-Accession Assistance (IPA) Program and implemented by the United Nations Development Program (UNDP), was held on May 8, 2025, hosted by the Municipality of Giresun. The opening ceremony was attended by Mehmet Yılmaz, Deputy Mayor of Giresun, representatives of public institutions, association presidents, and many guests.
The opening speech of the project was delivered by Ali Yılmaz, President of the Kuzey Yıldızı Association, who provided detailed information about the project’s objectives and activities. In addition, some NGO representatives from the provinces of Giresun and Ordu also took the floor and expressed their satisfaction with the project.
The project plans to review the literature on civil participation, develop strategies for the inclusion of civil society organizations in the decision-making mechanisms in the provinces of Giresun and Ordu, provide capacity-building training and seminars for NGOs, and organize national and international conferences.
About the Civil Participation Project
The Strengthening Civil Participation for the Development of Democratic Local Governance in Turkey Project (Civil Participation Project), implemented by the United Nations Development Program (UNDP), is funded by the European Union.
The beneficiary of the project is the Union of Municipalities of Turkey. The Ministry of Foreign Affairs, European Union Presidency, as the lead institution of the IPA-II Civil Society Sector, is carrying out work to ensure the effective implementation and monitoring of the project. The project will be implemented between January 2023 and September 2025. The Civil Participation Project aims to strengthen civil participation and volunteerism for democratic local governance in Turkey.
The overall objective of the Civil Participation Grant Program is to create a favorable and sustainable environment for NGO-public sector cooperation based on willingness, trust, and mutual acceptance. The support provided under the Grant Program aims to strengthen dialogue and cooperation between NGOs and local governments, thereby increasing civil society’s participation in policy and decision-making processes, primarily at the local level.
The grant program, prepared in line with this objective, provides grant support to local projects developed in different priority areas identified as climate change, preparedness for natural and man-made disasters, civic participation and volunteering, new technologies, and NGO centers, in partnership with municipalities and other local actors, with a focus on civic participation.
